戴占军，笔名中荣、闻烽、冠缨等，毕业于北京广播学院(现中国传媒大学)，先后从事新闻、出版、文学、影视等工作，戴占军原中国质量报副总编，首师大科德学院客座教授，中国海洋摄影协会副主席，享受国务院专家特殊津贴。

戴占军的摄影更多的是靠内蕴的思想、细致的观察和表现事物的独特视角以及感情的张力来感染人。著有摄影随笔《长旅瞬间》，摄影知识类书籍《你也能成摄影家》等。期中《你也能成为摄影家》一书，并没有艰涩难懂的理论，而是结合图片，说明摄影的知识和摄影的技巧，适合初学者研习。
