北京郑和与海洋文化研究会举行第四届会员代表大会

　　2019年6月16日，北京郑和与海洋文化研究会在丰台区万丰路百纳烟台山酒店召开第四届会员代表大会，进行换届选举工作。参加会议的有研究会会员代表、研究会共同创会人张序三政委、北京市社科联学会管理部孙武权主任等特邀嘉宾及到场的媒体记者80余人。

　　换届选举大会由换届选举委员会主任孟昭澄常务副理事长主持。首先，参会人员全体高唱《国歌》。接着，进入正式议程：审议并通过了第三届理事会副理事长兼秘书长霍玲作的《北京郑和与海洋文化研究会第三届理事会工作报告》、孙治国副理事长作的《第三届理事会财务报告》、田小川代表郑立中监事长作的《第三届监事会工作报告》、王予和副秘书长作的《章程修改说明》和《章程修改（草案）》、孙治国副理事长宣布《换届选举办法及监票人和计票人名单》，介绍了《第四届理事、监事候选人产生办法》。接着进行无记名投票，选举产生了研究会第四届理事会和第四届监事会，通过了研究会《会费标准、使用和管理办法》。换届选举大会休会期间，第四届理事会和监事会分别召开第一次会议。理事会选举产生了常务理事会、理事长、副理事长、秘书长，并通过了第四届理事会秘书处和办公室工作机构；监事会选举产生了监事长。换届选举大会复会，新当选秘书长王予和海军专业技术大校（退休）接替主持，他宣布故宫博物院故宫学研究所所长章宏伟研究馆员当选北京郑和与海洋文化研究会第四届理事会理事长，中国科协任命的第六批首席专家田小川研究员当选北京郑和与海洋文化研究会第四届监事会监事长。

　　接着，研究会共同创会人、名誉理事长张序三政委发表讲话。他对研究会成立十五年来在郑和与海洋文化研究方面取得的成果给予高度赞扬。他说我们要有“文化自信”，郑和航海就是文化、航海文化、海洋文化。最后，他嘱咐新一届领导班子把握好当前国家大力建设海洋强国的战略机遇，积极探索，争取让研究会有更大的发展。

　　孙武权主任接着讲话，他代表北京市社科联对北京郑和与海洋文化研究会换届选举大会成功召开和新一届研究会负责人顺利当选表示热烈祝贺。他说：首都哲学科学事业的繁荣发展，离不开郑和与海洋文化研究会等这样的社科组织的努力和贡献。他要求：研究会开展工作，要遵循北京市社团组织的各项法规、政策和规章制度，要集中集体智慧，发挥积极作用，健康持续发展，争取多出成果、出好成果。他还表示，北京市社科联也将从学术等各方面一如既往地支持研究会工作，促进研究会不断发展壮大。

　　新当选理事长章宏伟所长在发表讲话中表示，对老一辈专家学者为研究会发展打下的坚实理论基础表示由衷敬佩；对前几届领导给予新班子成员的信任和支持表示衷心感谢。他还表示，海洋文化研究，不能只停留在过去，而应该积极开拓创新、面向未来。

　　他最后表示，研究会将在北京市社科联的正确领导下和研究会老一辈们的鞭策下不断进取，通过实实在在的历史研究与经验总结，真正讲清郑和与海洋研究的重大意义，积极为“一带一路”战略发展和建设海洋强国战略建言献策，尽到研究会的智库作用。

　　会员代表大会给研究会成立十五年来为研究会做出杰出贡献的张序三政委，唐晓峰、邓辉理事长，李方来、孟昭澄、霍玲副理事长，张宝印、桂林瑞秘书长授予“海洋文化研究贡献奖”；给为研究会工作做出积极贡献的刘义杰、孙治国、倪鹤鸣、范汉江、曹彩云、陈振杰、姜冬梅、廖军令、桂志仁、谢柏毅同志授予“优秀工作者奖”。

Hold the fourth member congress

        On June 16, 2019, Beijing Zhenghe and Marine Culture Research Association held the fourth member congress at Baina Yantai Mountain Hotel, Wanfeng Road, Fengtai District to conduct the general election. More than 80 media reporters attended the meeting, including Zhang xusan, political commissar of the Research Association, and sun Wuquan, director of the management department of the Beijing Federation of social sciences.

       The general election meeting is presided over by Meng Zhaocheng, executive vice chairman of the general election committee. First of all, all the participants sang the national anthem. Then, we entered into the formal agenda: we considered and adopted the work report of the third board of directors of Beijing Zhenghe and Marine Culture Research Association by Huo Ling, vice chairman and Secretary General of the third board of directors, the financial report of the third board of directors by sun Zhiguo, vice chairman of the third board of directors, and the work report of the third board of supervisors by Tian Xiaochuan on behalf of Zheng Lizhong, chairman of the board of supervisors Wang Yuhe, Deputy Secretary General of the people's Republic of China, made the "explanation for the amendment of the articles of association" and the "amendment to the articles of Association (Draft)", and sun Zhiguo, vice president of the people's Republic of China, announced the "general election method and the list of supervisors and tellers", and introduced the "method for the selection of candidates for the fourth term directors and supervisors". Then, the Fourth Board of directors and the Fourth Board of supervisors of the Institute were elected by secret ballot, and the standard, use and management of membership fees of the Institute were adopted. During the recess of the general election meeting, the first meeting of the Fourth Board of directors and the board of supervisors shall be held respectively. The Council elected the Standing Council, the president, the vice presidents and the secretary general, and adopted the Secretariat and office of the fourth council; The board of supervisors elected the chief supervisor. Wang Yuhe, the newly elected secretary general of the general assembly, took over the chair. He announced that Zhang Hongwei, the research librarian of the Institute of Palace Museum, was elected as the chairman of the Fourth Board of directors of Beijing Zhenghe Ocean Culture Research Association, Tian Xiaochuan, the sixth group of chief experts appointed by China Association for science and technology, was elected as the chairman of the Fourth Board of supervisors of Beijing Zhenghe and Marine Culture Research Association.

        Then, political commissar Zhang xusan, co-founder and honorary chairman of the Research Association, delivered a speech. He highly praised the achievements in Zheng He Yu's marine culture research since the foundation of the Research Association 15 years ago. He said that we should have "cultural confidence". Zheng He's navigation is culture, navigation culture and marine culture. Finally, he told the new leadership to grasp the current strategic opportunity for China to vigorously build a maritime power, actively explore and strive for greater development of the Research Association.

       On behalf of the Beijing Municipal Federation of Social Sciences, sun Wuquan extended warm congratulations on the successful holding of the general election meeting of the Beijing Zhenghe and Marine Culture Research Association and the successful election of the person in charge of the new research association. He said: the prosperity and development of philosophy and Science in the capital cannot do without the efforts and contributions of social science organizations such as Zheng He and the Marine Culture Research Association. He asked: the research association should follow the laws, policies and rules of Beijing social organizations, concentrate collective wisdom, play a positive role, develop healthily and continuously, and strive for more and better results. He also said that the Beijing Federation of social sciences will continue to support the work of the research association from academic and other aspects to promote its continuous development.

       In his speech, newly elected chairman Zhang Hongwei expressed his sincere admiration for the solid theoretical foundation laid by the older generation of experts and scholars for the development of the Research Association; I would like to express my heartfelt thanks to the previous leaders for their trust and support to the members of the new team. He also said that marine culture research should not only stay in the past, but should actively explore and innovate and face the future.

       He finally said that one belt, one road of research and experience, will be promoted under the correct leadership of the Beijing Social Sciences Federation and the elders of the society. Through the historical research and experience summary, he will truly clarify the significance of Zheng He and ocean research, and actively make suggestions for the strategy of "one belt and one road" strategy development and the construction of a maritime power, and do the research think tank's role.

       The member congress awarded the "Contribution Award for marine culture research" to Zhang xusan, political commissar, Tang Xiaofeng and Deng Hui, vice presidents Li Fanglai, Meng Zhaocheng and Huo Ling, and Secretary General Zhang Baoyin and Guilin Rui, who have made outstanding contributions to the society in the past 15 years; "Outstanding worker Award" is awarded to Liu Yijie, sun Zhiguo, Ni Heming, fan Hanjiang, Cao Caiyun, Chen Zhenjie, Jiang Dongmei, Liao Junling, GUI Zhiren and Xie Boyi who have made positive contributions to the work of the Research Association.

       After all the participants took a group photo, Wang Yu and Secretary General announced the closing of the Fourth Congress of the association.
